Retail Competition and Open Access (RCOA) has facilitated a more equitable and efficient landscape in the country’s power industry, as it enables contestable customers to choose the most suitable licensed retail electricity suppliers (RES) capable of meeting their electricity needs at fair rates.
To qualify as a contestable customer, the Energy Regulatory Commission (ERC) has designated a monthly average peak demand threshold: a minimum of 500 kilowatts (kW) for participation in the Competitive Retail Electricity Market (CREM) and Electricity Retail Aggregation Program (ERAP), and a minimum of 100 kilowatts (kW) for the Green Energy Option Program (GEOP), as outlined in Section 31 of the Electric Power Industry Reform Act of 2001 or Republic Act No. 9136.
Retail electricity suppliers (RES) are individuals or entities authorized by the ERC to sell, broker, market, or aggregate electricity to End-users. End-users eligible for this option must meet specific demand criteria and have the choice to switch to RES.
